New Leader to Succeed Founding Executive Director at the Start of the New Year


The Chatham County Partnership for Children (CCPC)—the local Smart Start nonprofit agency whose mission is to promote opportunities for all the young children of Chatham County to grow up safe, healthy, and able to succeed—is pleased to announce it has identified a new executive director to lead the organization following the retirement of CCPC’s long-tenured founding executive director.

After a nationwide search, Heather St.Clair has been selected to lead the organization starting January 2024.

St.Clair joins the Partnership having most recently worked with the Rocky Mount-based Down East Partnership for Children, where she managed the organization’s $6.9 million subsidy programs to connect vulnerable and at-risk children in Nash and Edgecombe counties to quality childcare and educational opportunities. St. Clair brings to the position more than 20 years of professional experience in operations and finance, having served various roles in the children’s service sector.
“We are delighted to welcome Heather to the Chatham County Partnership for Children,” said CCPC Board Chair Michael Hobbs. “Heather will bring the long-term strategic vision and fiscal management needed to guide the Partnership into an exciting and vibrant future. The Board is ready to support Heather and the dedicated Partnership staff to continue the organization’s exemplary history of service and support.”

“I’m thrilled to bolster a rich legacy that effectively impacts and improves the lives of young children,” said St.Clair.

St. Clair follows Genevieve Megginson, the Partnership’s founding executive director, who will retire at the end of the year after 30 years of leading the organization.

“Genevieve has dedicated her professional career to the children and families of Chatham County,” said Hobbs. “The Partnership’s Board of Directors joins many others in our county to thank Genevieve for her dedication and fierce advocacy for children. She has established the Chatham County Partnership for Children as a leading agency in the state and as a model for other local partnerships.”

Individuals May Apply Online or at Chatham County Department of Social Services

With Medicaid expansion, more individuals are eligible for Medicaid benefits. If you need help applying, more information can be found with the Department of Social Services at 102 Camp Drive. There is also an online application system through NC ePass, and Chatham County Department of Social Services has computer workstations available for residents to apply online.
